Who is an IRS Officer?

The Indian Revenue Service, often abbreviated as IRS, is an Indian government agency primarily responsible for collecting and administering direct and indirect taxes. IRS officers are concerned with the collection, administration, and policy formation of direct (Income, Corporate, Wealth, FBT, etc.) and indirect (Central Excise, Service Tax, and Customs Duty) taxes. These officers are the tax administrators of India. IRS officers are either under the Central Board of Direct Taxes (CBDT) or the Central Board of Excise and Customs (CBEC) in the Department of Revenue under the Ministry of Finance. As a central civil service under Group A of the executive branch of the Government of India, it functions under the Department of Revenue of the Ministry of Finance. It is under the administrative direction of the Revenue Secretary and the ministerial command of the Minister of Finance. The IRS comprises two branches, Indian Revenue Service (Income Tax) and Indian Revenue Service (Custom & Indirect Taxes), controlled by two separate statutory bodies, the Central Board of Direct Taxes (CBDT) and the Central Board of Indirect Taxes and Customs (CBIC). 

Job Responsibilities of an IRS Officer

  • An IRS officer's primary function is to collect, administer, and policy the formation of direct (Income, Corporate, Wealth, FBT, etc.) and indirect (Central Excise, Service Tax, and even Customs Duty) taxes. 
  • The primary work responsibility of an IRS officer is to check on the proper collection of revenue through taxes of the Governments, whether Central or State.
  • IRS Officers must take care of illegal money, narcotics, and smuggling.
  • An IRS officer also Determines the type of audits (inspection) to be performed
  • An IRS Officer oversees workers to ensure that any funds owing to the government (state, central, or regional) are accurately billed and received promptly.

Career Scope of an IRS Officer

The government of India is the only recruiter of IRS Officers in India. There is no employment in the private sector, and the job is permanent in the government sector.

Salary/Income of an IRS Officer

At the entry level, the basic pay of IRS officers is Rs. 56,100. In addition, IRS Officers also get DA (Dearness Allowance), various types of allowances, and many services. The salary of an IRS Officer will increase as experience increases.

Register and Qualify for UPSC-CSE Preliminary and Main Exam conducted by Central Governments   
  • After graduation, the student can apply for government agencies or private organizations.
  • To become an IAS Officer, the candidate has to register and qualify for UPSC CSE Exam, which the Central Government conducts annually.
  • Union Public Service Commission (UPSC) Exam is conducted every year.
  • This exam is conducted in 2 phases:Preliminary examination and Main examination. 
  • The pre-Exam is conducted in January-February, and the main exam is in March for those students who have qualified pre-exam.
  • The candidate should be between 21 to 32 years of age on the first day of the month in which the course starts. However, the upper age limit will be relaxed by three years for OBC candidates and five years for SC/ST candidates. 
  • The preliminary exam consists of multiple-choice questions from Current affairs, Indian history, and politics, and the Mains exam is a descriptive type of exam.

Qualify Interview (IRS)   
  • After Qualifying for the UPSC written main exam, the candidate will go for the Interview to test the personality and mental ability of the candidate, such as the candidate's brain ability, personality, leadership skills, stress handling, administration skills, decision-making skills, interpersonal skills, etc., are tested. Candidates who clear the interview part will get a chance to feature in the merit list.
  • The merit list is based on the marks scored by candidates in UPSC Written Exam and Interview. The final selection of candidates for training will be made based on this merit list.

Go for the Training (IRS)   
  • After final selection based on the merit list, selected candidates become IRS officers and will go for training at Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie. 
  • After completing a 15-week training session at LBSNAA, candidates will go to a 15-month rigorous professional training in the National academy of customs Indirect taxes and Narcotics (NACEN) Faridabad for the officers of Customs and Excise or National Academy of Direct Taxes (NADT) Nagpur for officers of Income Tax, where candidate are intensively trained in principles, concepts and advances in Management, Taxation. Public Policy and Law. 
  • After completing training, IRS officers are allotted the position of – Assistant Commissioner of Income Tax. With time, IRS Officers get promoted to higher posts. The list of posts that come after each promotion has been mentioned below –
